The Intergovernmental Oceanographic Commission of UNESCO has recognized the Nice Côte d'Azur metropolitan area as Tsunami Ready, in the Tsunami Ready recognition announcement from UNESCO's Oceanographic Commission dated June 12. Three episodes show how differently the hazard can behave. An earthquake in the Ligurian Sea on Feb. 23, 1887, estimated between magnitude 6.5 and 6.8, first drew the sea down about one metre at Antibes and Cannes, stranding fishing boats, before waves approaching two metres swept the beaches. On Oct. 16, 1979, part of a port construction site next to the Nice airport collapsed into the sea, and the resulting landslide and tsunami caused eight deaths according to a reconstruction published in Natural Hazards, seven at the collapse itself and one in Antibes. That study found water reaching 3.5 metres in elevation locally and flooding as far as 150 metres inland, and its authors characterised the French Riviera as a low hazard, but high vulnerability area. The May 21, 2003, Boumerdes earthquake off Algeria produced effects on the Riviera about 75 minutes later, with sea level drops of 50 centimetres to 1.5 metres, partially emptied harbour basins, strong currents and damaged boats across eight marinas.

A natural warning is ground shaking hard enough that standing is difficult, a roar from the water, or the sea suddenly rising or withdrawing. During an earthquake, the sequence officials teach is to protect yourself from shaking first, then move to safety as soon as the shaking stops. Drivers in a threatened zone should stop somewhere safe and continue on foot. Nobody should go to the shoreline to look at the water, and nobody should return to an evacuation zone until local authorities say it is clear, because later waves can be larger and strong currents can persist for hours. A review of the 2011 Japan disaster by GNS Science reported a 96 percent survival rate among people in inundated areas and warned that waiting too long for official information can cost the time needed to escape.

Scale and cost are real barriers, and they fall unevenly. The French planning work gives a sense of the arithmetic: across the French Mediterranean coast including Corsica, the defined coastal evacuation zone covers about 1,700 kilometres of coastline, 187 towns and at least 164,000 residents, plus an estimated 835,000 beach users at the height of summer. Nearly 100 refuge sites have been built into operational plans. Signage, sirens and vertical evacuation structures are expensive, which is why NOAA separates its harder mitigation guidelines into a tier that assumes external funding. Renters, seasonal workers and tourists are least likely to have seen a local evacuation map, and communities with thin tax bases are least likely to have one fully built out.
